Spokane-based Community Frameworks expects to start construction by spring on two low-income senior housing projects with a total value of $10 million, says Chris Venne, the nonprofit's finance director.
One project will be the $4 million, 29-unit Pioneer Park Place apartments, at 424 W. Seventh, on the lower South Hill, Venne says. The other project will be the $6 million, 24-unit Appleway Court II project, at 9706 E. Appleway, in Spokane Valley, he says.
Work is expected to start at Pioneer Park Place in early February and at Appleway Court II in March.
"Move-ins will start at both sites in early 2014," Venne says.
T.W. Clark Construction LLC, of Spokane Valley, is the contractor on the Pioneer Park Place project, which Cortner Architectural Co., of Spokane, designed. In that project, Community Frameworks plans to convert a former nursing home at 424 W. Seventh into an apartment building.
The project will be a historic rehabilitation of the four-story, midcentury-modern structure, Venne says. The structure was built in 1958 and had been occupied by the Garden Terrace Manor nursing home, which closed in 2003. Pioneer Park Place will include 20 one-bedroom units and nine two-bedroom units ranging in size from 600 to 900 square feet of living space.
Community Frameworks, which develops and manages low-income housing throughout the Pacific Northwest, will own the facility, and Spokane-based nonprofit Frontier Behavioral Health will provide mental health and elder support services to residents there, he says.
Kop Construction Co., of Spokane, is the contractor on the Appleway Court II project, and ZBA Architecture PS, also of Spokane, designed it. "The same team designed the first phase," Venne says.
The project site is next to the 38-unit initial phase of Appleway Court, which was built in 2009 at the southeast corner of Appleway Boulevard and Farr Road.
Spokane United Methodist Homes, which does business as Rockwood Retirement Communities, will own and operate the facility, and Community Frameworks, which put the financing package together, will provide its development expertise as the owner's representative during construction, Venne says.
Appleway Court II will have 16 one-bedroom and eight two-bedroom units ranging in size from 540 to 690 square feet.
The project is scaled back from the originally envisioned $6 million, 40-unit phase, Venne says. "We couldn't quite get funding together," he says.
