David Owen, owner of Youthful Horizons Physical Therapy PS, is developing this $2.7 million, 22,600-square-foot office building, at Fourth Avenue and University Road, where he plans to move and expand the Spokane Valley practice. Baker Construction & Development Inc. is the contractor on the project, which is expected to be completed by next spring, and Wolfe Architectural Group PS designed it.
