Luxury home project eyed on South Hill

Developer is seeking final plat approval for project located along Hatch Road

Barrett NW LLC, of Spokane, is seeking final plat approval for a 30-lot, luxury housing development south of 57th Avenue along Hatch Road.


The development, to be located between the Highland Park and Blackwood residential developments, will include custom homes ranging in price from about $800,000 to more than $2 million, says John Johnson, project manager for Eagle Mountain Corp., the Spokane company that will construct all of the homes there.


Johnson says the development will have an Old World feeling, with some homes probably featuring the look of a Tuscan villa or a French country chateau. The average lot size in the proposed development is about half an acre, he says.


Anticipating that infrastructure work, which began in October, will be completed by the end of April, Johnson says, We could start construction as early as May, but I dont foresee a complete build-out of the project for three to five years.


City records show the projects name as Toscana, but Johnson says he can almost guarantee it will soon be changed to Casa Bella.


Infrastructure will include a series of private roads branching off of one main road into the development from Hatch, which carries traffic between the southwestern corner of the South Hill and U.S. 195 in Hangman Valley.


The applicant for the 26-acre project is Dr. Donald Chilson, of Inland Cardiology Associates PS.


The only remaining hurdle before the final plat is approved and building permits can be filed is the securing of a sewer easement needed for the development through the southern end of the undeveloped, city-owned conservation land known as Hangman Park, says Leroy Eadie, a city planner. Hangman Park is located on the western edge of the development property. Eadie says wording for the easement is being drafted, and, though such easements arent common, he foresees no threat to final plat approval.


Chilson couldnt be reached to comment on the project.
