Motel to anchor big project on West Plains

Westgate Plaza to include car dealership, restaurant, C-store on eight-acre parcel

A Spokane company says it plans to develop a $7 million to $8 million complex near the Interstate 90-Cheney-Four Lakes interchange that is to include a motel, possibly two restaurants, a convenience store-gas station, and a car dealership.


The company, Four Lakes LLC, is planning the development on an eight-acre site along state Route 904 at the southwest corner of the interchange, which is west of Spokane, says Ira Harris, a part owner of the limited liability company.


Harris says construction of at least a portion of the project is expected to get under way in June, and the entire development should be completed by the spring of 1999.


Plans call for the development, to be called Westgate Plaza, to include:


A 60-room motel that is expected to cost between $3 million and $4 million. Harris says Four Lakes LLC is negotiating with four motel operators that are interested in leasing and operating the V-shaped motel structure, which will be constructed on four acres at the northeast corner of the development site, and operating an inn there.


Harris says construction of the motel could begin this summer or fall if an agreement can be reached with one of the four motel chains. He declines to name the chains.


The motels southern wing might include a full-service restaurant, although that hasnt been decided, he says.


Construction of a satellite car dealership on a 1.5-acre site at the southwest corner of the development. Power Motors Inc., a Cheney-based company that operates Power Chevrolet Geo, at 2222 First Street in Cheney, will lease the facility, which will have a paved car lot and a sales office with between 1,000 and 2,000 square feet of floor space.


Ken Wright, who owns Power Motors, says the company expects the satellite dealership building to be done in time for it to be open there this summer. The companys main Cheney dealership, however, will remain open. Power Motors also has the option of expanding its site in the new development to the north, towards I-90, by about half an acre.


Harris says construction of the $1 million facility probably will begin in June. A contractor hasnt been selected.


Construction of the combination convenience store-gas station and car wash on a one-acre site at the southeast corner of the development. That $1 million project will border state Route 904, just south of the planned motel.


Harris says Four Lakes is negotiating with two possible tenants that would operate that facility, which probably also will house a fast-food restaurant. A contractor hasnt been named to build the 3,000-square-foot structure, which is expected to start going up in June.


Construction of a 3,000-square-foot restaurant building on a one-acre site just west of the planned convenience store-gas station. Harris says that building, which also will cost about $1 million to build, will house either a fast-food or full-service restaurant.


He says if a full-service restaurant is built as part of the motel project, the new free-standing building most likely will house a fast-food outlet.


Other work at the eight-acre site includes extending Electric Street, located on the developments southern boundary, north and east through the site and connecting it to a main entrance that will be constructed along state Route 904.


Four Lakes LLC bought the site last fall from Jeff Koehnke, who at the time was owner of Power Motors, and had planned to move that entire dealership to the site. Those plans changed, however, and Koehnke sold the dealership to Wright and the eight-acre parcel to Four Lakes.


Four Lakes LLC is owned by a group of investors that includes Harris; Jeff Anderson, of Vancouver, Wash.; and two other investors. Harris and Anderson also co-own Anderson Construction Inc., a Vancouver construction company that has an office in Spokane and will oversee the entire development.


Gary McWilliams, of 1st Real Estate Services Inc., of Spokane, handled the land and lease transactions for Four Lakes.
