Assisted-living facility eyed in Post Falls neighborhood

Developer plans to start work this spring on first building

Mort Construction Inc., a Coeur d'Alene construction and real estate development concern, plans to develop a two-phase, 32-unit assisted-living facility in east Post Falls.

The project, to be called The Lodge at Riverside Harbor, will include two horseshoe-shaped buildings, each with 16 living units, and will provide assisted living for the elderly, says Hilary Anderson, planning manager for the city of Post Falls.

Cliff Mort, owner of Mort Construction, couldn't be reached for comment.

The buildings will be constructed in separate phases, Anderson says.

The developer plans to begin constructing the first phase of the project this spring and to complete it before fall, preliminary plans on file with the city of Post Falls say. The timing of the second phase will depend on market conditions, but most likely will occur within 30 months, the plans say.

Each structure will have 8,300 square feet of floor space on the main floor for the living units, and about 1,900 square feet of space on a smaller, second floor that's to be used by employees, Anderson says. Plans say The Lodge will employ two to three people per shift in each structure.

The project value isn't included in preliminary plans, Anderson says.

ML Architect & Associates Inc., of Post Falls, designed the project, and Lake City Engineering Inc., of Coeur d'Alene, is the project engineer.

The Lodge will be located on 2 acres of vacant, treed land at the northeast corner of Cedar Street and Maplewood Avenue, on the north edge of the Riverside Harbor upscale residential development.

The exterior of the structures will have timber and stone accents that will help them blend aesthetically with the neighborhood, plans say.

The project will include a minimum of one on-site parking space for each bedroom. Parking mostly will be for staff and visitors, because residents likely won't own or operate motor vehicles, plans say.

Access will be from Cedar Street. A new concrete sidewalk will be constructed along both Maplewood and Cedar streets and will provide pedestrian access to the proposed buildings, plans say.

Mort Construction was founded in 1985. Through affiliated companies, it has worked on several residential developments near the planned assisted-living complex, including portions of the Mill River and Riverside Harbor developments.

Mort, the company's owner, also owns Coeur d'Alene-based GarageTown USA LLC., a franchise operation that develops condominium storage facilities. Mort is a principal in Neighborhood Inc., the company developing the Coyote Rock residential subdivision along the Spokane River, in Spokane Valley.
