Red Diamond gets Wellesley Avenue work

$1 million project earlier had gone to MJM Grand, but its bid was tossed out

The city of Spokane has awarded a contract to Red Diamond Construction Inc., of Spokane Valley, for just over $1 million for the rehabilitation of a nearly three-quarter mile stretch of Wellesley Avenue between Driscoll Boulevard and Assembly Street.

MJM Grand Inc., of Spokane, had submitted an apparent low bid of $1 million for the project, but its bid was declared to be nonresponsive because a required form listing subcontractors that are so-called disadvantaged business enterprises was filled out incorrectly, city spokeswoman Ann Deasy says.

"It's going to be Red Diamond," she says.

It's now expected that the project will begin in mid- to late August and will be completed at about the end of October, Deasy says.

Construction still will be done in two phases, she says. In the first phase, the intersection of Wellesley and Driscoll will be repaved, with traffic rerouted onto Alberta Street via Garland and Rowan avenues, Deasy says. In the second phase, Wellesley will be reconstructed, with traffic to and from Assembly routed via Rowan and Driscoll, she says.
