A $25 million single-family housing development called Tangle Ridge Estates is planned just southeast of the Eagle Ridge development, in the Latah Valley area of southwest Spokane.

Allyson Andrade, marketing communications coordinator at Spokane Valley-based Whipple Consulting Engineers Inc., says the 12 acres of vacant land along a steep ridge will be developed for 45 single-family homes.

Predevelopment application site plans call for construction of a street, to be called Boulder Ridge Drive, which will connect the development with Tangle Heights Drive. Each single-family home will sit on about a quarter acre of land.

While the predevelopment application indicates groundbreaking is planned for this spring, Andrade says a fall construction start is more likely.

“This one has a steep slope, so it might take a little bit longer than something else of this size,” Andrade says.

Andrade says it’s too early to estimate when the development will be completed.

“It just depends on market conditions,” she says.

A contractor will be selected soon, Andrade says.

At a community meeting on Dec. 19, Andrade says, several people expressed concern regarding the planned destruction of some trees to make way for the development.

“We were asked to leave some of the trees,” she says. “We’re going to do our best to fulfill that ask. At this point, we’re not sure if we’ll be able to do that, but we’re going to do our best.”

Andrade says there also were some questions about whether the Tangle Ridge Estates development will be included in the Eagle Ridge Home Owners Association, but those questions have yet to be answered.

Spokane County Assessors records list the neighborhood description for the site as the Eagle Ridge Planned Unit Development, which could mean Tangle Ridge isn’t included in the HOA. 

The project owner is Otis Orchards-based MSK LLC. Andrade declines to identify individuals involved in the ownership group. Washington state Department of Revenue records show Michael T. Kinney and Sue Anne Kinney of Otis Orchards as the governing members for MSK LLC.

County assessor’s records show the land, assessed at $85,600, currently is owned by Kerry Hennessey, of Spokane, who bought it in 2016 for $91,700.
