Subdivision planned on West Plains

Envision Homes targets 98-lot Crystal Meadow at first-time home buyers

Envision Land & Development LLC, of Merced, Calif., which does business as Envision Homes, says it plans to develop a 98-lot subdivision named Crystal Meadows on a 24-acre site southeast of the Interstate 90-Medical Lake interchange on the West Plains.


Austin Rupe, land acquisition director for Envision, says the company already has been installing utility lines and is beginning to pave streets at the planned subdivision site, which is located off of Aero Road about half a mile from the interchange and near two other subdivisions and The Fairways at West Terrace golf course. It hopes to have the first of several model homes ready for viewing by mid-November, Rupe says. Envision Homes will construct all of the homes in the development, he says.


He declines to estimate a price range for the homes, but says Crystal Meadows will be targeted at first-time home buyers, so were going to try to be as competitive as we can with other developers in that niche.


Rupe says homes at Crystal Meadows will range widely in size, from 1,400 square feet to 3,600 square feet of floor space, and will be built on lots ranging in size from about 6,000 square feet to 12,000 square feet.


Envision also recently began developing two subdivisions in the Tri-Cities, and Rupe is working from an office in Pasco that opened about two months ago.


Of the companys interest in the Inland Northwest, he says, A lot of it has to do with affordability. He adds, Spokanes got a great, steady market, based on the numbers weve seen. Thats what were looking for.


Rupe says the company is definitely looking at other possible subdivision development sites in the Spokane area and North Idaho, but hasnt settled on any.


He says the Crystal Meadows subdivision will be developed in two phases, with 79 lots in the first phase and 19 lots in the second, and that market demand for the homes there will dictate how long it takes to complete the development.
