369-house subdivision proposed

Development envisioned on 122 acres neighboring Northwood, in the Valley

Landworks Development Inc., a Spokane Valley development company headed by real estate executive Bryan Walker, is proposing a 369-home subdivision adjacent to the big Northwood neighborhood, overlooking Spokane Valley.


The Spokane office of the Denver-based CLC Associates LLC architectural and engineering firm, working on behalf of Landworks, is seeking preliminary plat approval from Spokane County for the proposed project, which would be developed on about 122 acres. A public hearing on its application initially was scheduled for Aug. 2, but since has been pushed back to Aug. 23, says county planner Tammy Jones.


A Landworks representative couldnt be reached for comment.


Plans submitted with the county show that the proposed development, to be called Valley Springs, would be located on a hillside just west of Northwoods sixth addition. The western border would be Thierman Road.


Plans show lot sizes ranging from 5,000 square feet to about 29,000 square feet and for the development also to have 31.25 acres of natural space.


The proposed subdivision calls for an extension of Columbia Drive to provide the primary access to Valley Springs. Columbia Drive is one of the main thoroughfares in Northwood; it runs from Argonne Road to the neighborhoods west end. As envisioned, the extension of Columbia Drive would cut through the Valley Springs development and connect with Valley Springs Road to the west.


The countys file includes petitions from a Northwood neighborhood group and a number of letters from residents protesting the extension of Columbia, citing traffic concerns.


The 122-acre site already is zoned for low-density residential, its intended use.


Earlier this month, the county issued a determination of nonsignificance concerning the potential environmental impacts of the proposed development. A comment and appeal period on that decision ends Aug. 1.
