Douglasses move forward with big apartment project

City issues building permits for $9.9 million complex near Indian Trail Road

Morning Side Investments LLC, a company that Spokane developers Harlan and Maxine Douglass formed, is moving forward with development of a 200-unit apartment complex in the Indian Trail neighborhood, on Spokanes North Side.


The city of Spokane issued building permits last month for the apartment portion of the development, which is called Windhaven and is located at 5420 W. Barnes, west of Indian Trail Road.


The complex will include 12 apartment structures, each with between six and 24 living units, according to building permits issued by the city. The units will range in size from 900 to 1,300 square feet of floor space, city documents show.


In addition to the apartment structures, the city issued permits for seven multi-bay garage buildings on the site.


City building permits list the projects value at about $9.9 million. Harlan Douglass couldnt be reached for comment.


The Douglasses own 60 acres of land at that site and also plan to develop a 298-home subdivision in Windhaven, city documents show.


City planner Steve Haynes says the city granted final plat approval for the apartment portion of the project last month, and the Douglasses have applied for final plat approval on the single-family home subdivision. The city has asked for some changes to the subdivision proposal, and Haynes expects to receive the revised application yet this summer. If those changes are made, the city likely will approve the final plat, he says.


Development of the 60 acres along Barnes Road has been in the works for a number of years. Haynes says the Douglasses first proposed a development on the land in the early 1980s under a different name. Windhaven, largely in its present form, first was proposed in 1997 and received preliminary plat approval in 2003.
