$27M apartment complex planned near Mirabeau Point

Project to bring 273 Valley units online

A longtime Spokane-area developer plans to build a nearly 300-unit apartment complex to be named Mirabeau Place, permit applications on file with the city of Spokane Valley show.

The $27 million project is being developed by Mirabeau Place LLC, which is helmed by Whitewater Development LLC, a company affiliated with Hayden-based construction company Whitewater Creek Inc., according to Washington state Department of Revenue records.

A representative of the developer couldn’t be reached immediately for comment.

In total, the company plans to construct 11 multistory apartment buildings and one 3,200-square-foot community building at the site, documents on file with the city of Spokane Valley show.

The apartment buildings will range in size from 10,800 square feet up to 46,500 square feet.

Plans show two buildings with 14 units, two with 27 units, and two with 40 units. The remaining buildings will have 10, 19, 23, 24, and 35 units each, for a total of 273 units.

Spokane-based ZBA Architecture PS is designing the project, which is being built by Silver Springs Construction LLC, of Hayden.

The 14-acre site is located on the northwest corner of Mansfield Avenue and Pines Road, in Spokane Valley, about half-mile west of the CenterPlace Regional Event Center and about a mile southwest of Mirabeau Point Park.

The property is owned by Robie Road LLC, according to Spokane County Assessor’s Office records. That company is helmed by Dennis and Melissa Crapo, who own Diamond Rock Construction Inc., of Spokane Valley.

In 2019, Robie Road applied to build an 11-building, 332-unit Elks Apartments complex at the site, according to environmental planning documents filed with the state Department of Ecology.

That complex was planned to target middle-income renters, but ultimately was scrapped.

The Crapos are also the developers behind the 444-unit Bella Tess apartments, in Spokane Valley.
