The city of Spokane issued a permit for Spokane-based Bouten Construction Co. to begin work on a $4.9 million project at the Inland Imaging Breast Health Center, at 799 S. Stevens.
| Mike McLeanCity of Spokane building permit numbers are down significantly in many categories, according to the latest monthly report compiled by the city’s development services center.
Building permits issued in the first 11 months of 2025 had a total value of $415 million, down 43% from a record $730 million for the year-earlier period. The 2024 total, however, was skewed somewhat by a $100 million phase of the Jubilant HollisterStier LLC line expansion at 3525 N. Regal, the data shows.
Looking at the previous four-year average of $608 million for the comparable period, the 2025 values are down nearly 32%.
Significant commercial construction permits issued in November included the $9.8 million Providence Sacred Heart Medical Center Heart Institute modernization project, at 62 W. Seventh, and the $4.9 million Inland Imaging Breast Health Center project, at 799 S. Stevens.
The total number of multifamily housing units permitted for the first 11 months of 2025 was 460, which was 37% off the four-year average, largely due to peak years of 2023 and 2024, when 966 and 1,010 housing units were permitted, respectively, during comparative 11-month periods, the data shows.
Multifamily projects permitted in November included the $1.8 million 10th Avenue Fourplexes at 3140 and 3164 E. 10th, and the $800,000 Boswell fourplex at 227 E. Lacrosse.
The city issued permits for 10 single-family homes in November, the lowest for the month in over five years, and 135 for the first 11 months of the year — far below the four-year average of 279 for comparative periods.
At the end of November, 52 single family residence permit applications were in plan review.
Residential units of all types permitted through November in 2025 totaled 702, which is 41% below the prior four-year average for comparable periods.
However, another 827 units are approved with permits ready to be issued upon payment and acceptance by applicants, the report shows.
Such projects include the $41.2 million, 300-unit Prose Apartment Complex, at 2977 W. 14th; the $36.6 million, 236-unit NODO Normandie, at 115 W. Mission; and the $12 million, 96-unit Peyton Building change of use, at 10 N. Post.
