Apartments planned in Spokane's Perry District

40 multifamily units for middle- to high- income envisioned

Spokane-based NARP LLC, a real estate property investment company, is proposing a $5 million, 39,000-square-foot multifamily development in Spokane's South Perry District neighborhood.

Dubbed the Perry District Apartments, the project will be located at 1225 E. Newark, less than a half mile north of Grant Park and roughly the same distance southwest of Liberty Park, according to a permit information on file with the city of Spokane. 

The apartments are designated as middle- to high-income housing, according to a State Environmental Protection Act checklist for the project.

As planned, the complex will be comprised of one four-story, 40-unit building, plus a 43-stall parking lot, additional street parking, and an on-site gym or recreation room, permit information shows. The 53-foot building will have an 8,500-square-foot footprint and have all four stories above grade, according to permit information. 

The building will occupy the southeast corner of the vacant half-acre property, which is located at the northwest corner of Newark Avenue and Denver Street, according to site plan information.

Spokane Valley-based T.W. Clark Construction LLC is the contractor on the project, Spokane-based Pondera Architecture PC is the architect, and the Spokane office of Thomas Dean & Hoskins Inc., which does business as TD&H Engineering, of Great Falls, Montana, is providing engineering services, permit information shows.

Construction is expected to begin by summer 2026.

Three properties, at 1207, 1217, and 1225 E. Newark, were purchased in December 2024 and combined into a single half-acre lot zoned for residential multifamily use, according to checklist information.

Two buildings, previously owned by Spokane-based Southside Church of Christ, have been demolished in 2025 to make way for the proposed project, according to a predevelopment project information. 

The property will be accessible from Newark Avenue and Denver Street, project information shows. Additionally, new trees will be planted along both roads as part of landscaping efforts.

NARP LLC did not respond to the Journal's requests for comment. The company is owned by Andrew Helmstadter — who is listed as the primary contact on permit information. Kara Helmstadter, Ross Clevenger, and Corine Clevenger are registered agents of the company, according to data from the Washington State Department of Revenue.

The proposed development will join several other housing complexes in the area, including the Richard Allen Apartments, at 600 S. Richard Allen Court, to the northwest, which is owned by Spokane-based New Bryant Arms South; the Parkview Apartments, at 1413 E. Seventh, to the east, owned by Parkview Partners LP; and Liberty Park Terrace Apartments, at 1411 E. Hartson, to the northeast, which is owned by Spokane-based Liberty Park Apartments LLC.

Grant Elementary School, mulitple bars and restaurants, and clothing boutiques are within walking distance of the property. With close proximity to the South Perry shopping and restaurant district, the Perry District Apartments are expected to draw residents to the development, according to SEPA information.

Project updates

*Ashburn, Virginia-based SSP America Inc. is planning a tenant improvement permit project for a new The Yards Bruncheon location at Spokane International Airport, in the rotunda between Concourses A and B, permit information on file with the city of Spokane shows.

Work on the 1,700-square-foot restaurant space will include new walls and signage; new finishes, furniture, and equipment; and limited electrical work, according to planning information.

The general contractor for the $600,000 project is Seattle-based MJ Takisaki Inc.; Boise, Idaho-based CSHQA designed the tenant improvements; and the Seattle office of Canada-based WSP Global Inc. is providing engineering services, permit information shows.

The existing Yards Bruncheon's restaurant, at 1248 W. Summit Parkway in Spokane's Kendall Yards neighborhood, is owned by chef Adam Hegsted through Liberty Lake-based Eat Good Group LLC. The restaurant serves pastries, salads, breakfast dishes, sandwiches, coffee, alcoholic and non-alcoholic beverages, and more, according to the company's website.

*Seattle-based Emerald Initiative LLC, an independently owned affiliate of McKinstry Co. LLC, is planning to update part of the fourth floor of the University of Washington School of Medicine-Gonzaga University Health Partnership Building, at 840 E. Spokane Falls Blvd., in Spokane.

As planned, the $450,000 tenant improvement project will include the construction of two offices, a kitchen, a storage room, and open space for a lounge and meeting area.

Spokane-based Bouten Construction Co. is the general contractor and Seattle-based Collins Woerman Co. is the project architect. McKinstry Co. is providing engineering services, permit information shows.
