Mead Works, Village at Midway projects advance

Developments to bring 2,000 housing units to north Spokane County

The first phase of residential construction is underway at Mead Works in north Spokane County.

Two mixed-use developments planned to include a total of over 2,000 residential units in Mead and Colbert, north of Spokane, are underway.

At the Mead Works development east of a Costco Wholesale Corp. store, Liberty Lake-based development company Greenstone Corp. is in the midst of the first phase of residential construction, which will include about 150 units in a mix of single-family homes, small cottage homes, townhouses, and some small multifamily projects, says CEO Jim Frank.

“We’ve spent the last year or two putting in all the major infrastructure,” Frank says, adding that the work represents a $10 million to $12 million investment.

“We’ve got a substantial portion of (Mellon Parkway) built, and we put in all the major sewer and water infrastructure that’s located with that road as well,” he says.

Mellon Parkway, which will connect the development to Farwell and Hawthorne roads, is intended to take residential traffic off Newport Highway, he says.

Mead Works is envisioned as a $1 billion, over 300-acre development with 1,400 residential units and 1 million square feet of commercial space that will be constructed over 20 years.

According to the Mead Works website, prices listed for homes currently under construction range from $655,000 for a 1,900-square-foot, three-bedroom home with a three-car garage, to $747,000 for a 3,100-square-foot, four-bedroom home with a den and a three-car garage.

Frank says work will begin this year on the Trutina age-restricted community that’s going to be part of Mead Works.

He adds that construction may start this year on the first of several planned multifamily projects at Mead Works.

“Multifamily is going to be finely integrated throughout the entire community,” he says.

He anticipates construction also will begin this year on infrastructure for a walkable mixed-use business district, about 300 feet east of the roundabout where Renshaw Drive meets Mellon Parkway near the southeast corner of the Costco parking lot.

“Vertical construction on that will probably start in 2027,” Frank says.

Frank notes that Spokane Transit Authority recently purchased nearly 20 acres of land at the southeast corner of Mellon Parkway and Farwell Road, adjacent to residential land at Mead Works.

“It’s going to provide high-quality transit to the whole area,” he says.

In Colbert, nearly five miles to the northwest via U.S. 395, the $200 million Village at Midway development is planned on a 28-acre site, where Snow Development LLC, of Spokane, plans a 665-unit luxury apartment complex to be called The Gem Apartments.

The first project under construction at the Village at Midway is a boutique market and gas station at 16221 N. Hatch.

The 18,000-square-foot Midway Market & Fuel Station is rising on a 2-acre portion of the site.

Kilgore Construction Inc., of Colbert, is the contractor on the $16 million project, and Bernardo Wills, of Spokane, designed it.

A land-use application for a final plat for much of the rest of the development site that will include the apartments is under review as of early March, according to Spokane County planning records.

As envisioned, the development will feature 19 four-story apartment buildings, each with 35 units, and include a clubhouse, pickleball courts, and a pool.
