A $1.1 million, 12,000-square-foot commercial retail building is coming to the West Plains at 10573 W. Westbow Road, according to permit information on file with Spokane County.
The project site is located one block east of the Petro Travel Center truck stop, at 10506 W. Aero Road, and northeast of the Aero Road-Westbow Road roundabout.
Jordan Neal, of Spokane County Building and Planning, says 2017 environmental permitting documents associated with the property show dental offices were previously under consideration for development there, but those plans are no longer applicable.
Real estate developer Kevin Rudeen, owner of Liberty Lake-based Rudeen Development LLC, says current plan details are unavailable, adding that the building is a speculative project at this point. Further details and plans for potential tenants and occupancy are also not currently available.
A projected timeline for the project has not been included on permit information.
Spokane-based The DRB Co. LLC and Rudeen Development are listed as contractors for the project on county permit records. Spokane-based Bernardo Wills is the architect on record.
The commercial retail project is situated approximately a quarter-mile from Interstate 90 and a half-mile away from the nearest bus stop.
Aero West LLC, of Liberty Lake, purchased the 2-acre vacant property in April 2025 for $725,000, tax records on file with Spokane County show.
