Community Frameworks, a nonprofit low-income housing provider, has submitted a predevelopment application to the city of Spokane for an envisioned 43-unit low-income residential complex that would be developed on a 1-acre site on the 400 and 500 blocks of west Sinto Avenue.

Community Frameworks President and CEO Deb Elzinga says the project, called Sinto Commons, will include a 47,000-square-foot, multistory building with 43 units consisting of one-, two-, and three-bedroom apartments.

The building also will include a manager’s unit and indoor common areas, as well as an outdoor play area and onsite parking.

Elzinga says ZBA Architecture PS, of Spokane, is designing the $6.6 million project. 

Construction is expected to begin in the fall, with completion slated for September 2021.

A contractor hasn’t been selected yet, she says.

Elzinga says current plans reserve about half of the building’s units as permanent supportive housing for homeless families with children, with the remainder being available to low-income households. 

“The building site is about one mile north of downtown Spokane, in an area targeted for affordable housing and revitalization,” she says. “It’s convenient to public transportation, schools, services, and employment opportunities.”
