10-unit apartment project mulled on north Driscoll

Construction is expected to commence next year

Owners of mostly vacant property on Driscoll Boulevard in northwest Spokane have proposed developing a $2.3 million, 10-unit apartment building there, a predevelopment application on file with the city of Spokane says.

The complex, tentatively named the Driscoll Apartments, would be constructed on two lots totaling a third of an acre of land at 5628 and 5622 N. Driscoll, at the southeast corner of Driscoll and Bismark Avenue.

Womer & Associates Inc., a Spokane architecture engineering and design firm, has filed the predevelopment application on behalf of property owners Jasvir Gill and Jaswinder Kaur, of Greenacres, who couldn’t be reached for comment. 

The property owners also own the Northwest Foodmart, at 5611 N. Driscoll, which is across Driscoll from the project site.

The apartment structure would have three stories and 13,600 square feet of living space, the predevelopment application says. Construction likely would start a year from now, the application says.

The site is mostly vacant except for a 600-square-foot garage that was constructed in 1954, Spokane County Assessor records show. Surrounding land uses include single-family homes and two fourplex structures, records show.

Predevelopment is an optional preliminary step that begins the city’s planning process for certain development proposals. The city aims in the predevelopment stage to identify potential obstacles a project might face before the applicant files for building permits.
