Crews are undertaking a large excavation project on Spokane's South Hill in preparation for the planned $30 million Regal Plaza shopping center. Located at the southeast corner of the Regal Street and Palouse Highway junction, the planned retail complex will be anchored by a 135,000-square-foot Target Corp. store. Developed by Dave Black Properties, the first retail buildings are slated to be completed in July 2014.
