Mission street, water line upgrades to begin soon

North Post Street resurfacing between Maxwell, Cleveland also is set to start this spring

Work is set to start soon to replace a water main and to repave portions of an about 1-1/2 mile stretch of Mission Avenue between Hamilton and Greene streets, the city of Spokane says.

The city awarded the $3.3 million contract for the project to Halme Construction Inc., of Davenport, Wash., says city spokeswoman Ann Deasy. Work is planned to take place in three phases, she adds.

The first phase of work, which is scheduled to start in early June, will take place in the westbound lanes of traffic on Mission between Hamilton and Perry streets, she says. A 30-inch water line under that side of the street will be replaced, then those lanes will be repaved. For that phase, the city plans to reroute westbound traffic to Indiana Avenue, while the eastbound lanes of traffic on Mission will remain open, Deasy says.

The second phase of the project is scheduled to begin in mid to late June and will involve the stretch of Mission between Perry and Napa streets, she says. All four lanes of the street will be resurfaced there after the water line is installed, Deasy says.

During the second phase of work, east and westbound traffic on Mission will be rerouted to Trent Avenue via Napa and Hamilton, she says. A five-day closure of the intersection of Mission and Napa will take place at some point during phase two to allow for repaving there, she says. After that's complete, the intersection will reopen to allow a shorter traffic detour while work is done on the third and final stretch of the project, she says.

That phase is planned to begin in late July or early August, between Napa and Greene. The contractor will continue installing the new water line and will repave that section of Mission from curb to curb, Deasy says. Traffic will be detoured to Trent via Freya Way or Napa. That phase of work is expected to be completed in mid-October, she says.

The project on Mission is being funded by the city's 10-year street bond and its water department.

Another street bond project the city plans to begin at roughly the same time as the Mission work is the curb-to-curb resurfacing of an about 1-mile stretch of Post Street between Maxwell and Cleveland avenues.

The apparent low bidder for that $1.3 million project is Inland Asphalt Co., of Spokane.

Deasy says work on that project should begin in late May or early June, wrapping up in August. The section of Post will be repaved, and the project also will include some storm drain upgrades and the installation of curb ramps, she says.

A two-way center turn lane also will be added to Post between Buckeye Avenue and Indiana, she says, noting that the current two-way turn lane on Post only extends between Maxwell and Indiana.

During construction, Post will be closed and traffic will be rerouted to either Monroe Street or Division Street, Deasy says.
