Rehab center to rebuild facility on lower South Hill

Construction could start in third quarter of 2024

Spokane Addiction Recovery Centers plans to replace its outpatient treatment facilities at 1508 W. Sixth with a new two-story, 14,000-square-foot rehabilitation center, according to preliminary planning documents on file with the city of Spokane.

Construction is estimated to begin in the third quarter of 2024 and last about a year, the project's State Environmental Policy Act checklist shows.

The facility and up to five parking stalls will be constructed on two lots—at 1508 and 1514 W. Sixth—adjacent to South Walnut Street, the environmental document shows. The applicant has requested a boundary line adjustment to consolidate the two lots into a single half-acre lot.

The project will require the demolition of the two three-story buildings and detached garage that currently occupy the proposed development site on Sixth Avenue.

Washougal, Washington-based Columbia Engineering Group is listed as the applicant on the project’s State Environmental Policy Act checklist. Spokane-based Indigo Diggs Architecture prepared the site plan for the project.

Brandie Greenwood, co-executive director of the Spokane nonprofit, declines to discuss the proposed project.

In addition to the new facility, plans also call for construction of a new 47-space parking lot spanning across five lots totaling less than an acre along west Fifth Avenue, south of Interstate 90, between south Maple Street and south Walnut Street. A boundary line adjustment has been requested to combine those five lots into a single lot.

A building housing the Mod Hair & Body salon that currently occupies a portion of the proposed parking lot area at 1507 W. Fifth will remain, while the existing parking lot will be replaced, the SEPA document shows.

An alley will separate the proposed parking lot from the rehabilitation facility.

Existing trees, shrubs, and grass around the perimeter of the site will be removed, and native and drought-resistant plants will be replanted later, the SEPA checklist states.
