Work on second phase of River Landing at Mirabeau starts

$11 million apartment development to be completed next year

The second phase of development at River Landing at Mirabeau will add 68 residential units to the project.

Work on the second phase of the River Landing at Mirabeau development is underway, with plans to develop an additional 68 residential units, says Doug Yost, vice president of acquisition and development for Centennial Properties Inc. 

Permits issued by the City of Spokane Valley’s Community and Public Works department indicate the project value is $11 million. 

Spokane-based real estate company Centennial Properties, a subsidiary of Cowles Co., is the project’s owner and developer. Yost says Stancraft Construction Group, of Hayden, is the general contractor. Records filed show MMEC Architecture & Interiors LLC, of Spokane, as the project's architect. 

“I would anticipate it will be done in 2026, sometime,” Yost says. “We’ll work on it this year and hopefully bang everything out next year and have it totally completed.” 

Yost says infrastructure work to create roadways will begin in the next month. The complex will have a total of 134 residential units when fully developed, he says. 

River Landing at Mirabeau is located at 13809 E. Carlisle, just east of Mirabeau Park. The second phase of construction is comprised of 13 residential buildings, Yost says.

The city of Spokane Valley's records show the townhome buildings will have a total of 5,770 square feet of dedicated living space and about 1,400 square feet of garage space. Yost says the remaining eight buildings will be three-story apartment buildings with six units each. Records filed with the city of Spokane Valley show the apartment buildings will have a total of 5,100 square feet of dedicated living space. 

Two of the apartment buildings will be completed as early as May, Yost says. 

As reported by the Journal, the first phase of the development, which was completed in 2023, involved 66 residential units. The project offered one-bedroom and two-bedroom apartments with high-end interior finishes. 

The townhomes may be converted to condos over time, but for now, all residential units at River Landing at Mirabeau are rented at what Yost describes as market rates.
