Mayor proposes early implementation of child care facilities law

New legislation aims to streamline process for opening child care centers

Spokane Mayor Lisa Brown has proposed implementing a new state law early to streamline the process for opening child care facilities.

The proposal is aimed at creating more opportunities and helping expand access to meet growing demand for child care in the Inland Northwest, a press release from the city states.

Currently, the city of Spokane requires a costly conditional-use permit process for those trying to open child care centers in residential areas. Brown’s proposal calls for the early implementation of Senate Bill 5509, which would allow child care centers outright in all residential and commercial zones across the city.

The bill, which was passed by the state Legislature and signed into law earlier this year, requires cities to implement the new law within two years or through a comprehensive plan update in 2027.

“Access to affordable child care is essential for working families,” Brown says in the release. “This proposal is about removing roadblocks and supporting those who want to be a part of the solution.”

The proposal is being introduced to the Spokane City Council today, July 28.
