Over two dozen townhomes proposed in Valley

Construction expected to begin in spring 2026

Valleyway Group LLC, a Spokane Valley-based real property investment company, has proposed the development of a $6.5 million, 26-lot residential property, dubbed Valleyway Townhomes, according to predevelopment permit information on file with the city of Spokane Valley.

The 1 1/2-acre property, located north of Valleyway Avenue and east of Sullivan Road, will be developed into 26 single-family attached lots with two private roads at 15621 E. Valleyway, in Spokane Valley, State Environmental Policy Act checklist information shows. 

The proposed residential development will include the construction of six threeplex townhome buildings and two fourplex townhome buildings. As planned, 24 lots will range in size between 2,000 and 2,800 square feet and two remaining lots will be about 3,200 square feet in size.

An existing single-family house and several detached shed buildings are planned for demolition ahead of the start of construction at the site. Valleyway Group is the general contractor for the demolition of the existing structures, according to a demolition permit on file with Spokane Valley. 

The single-family house, which is designated as low-income housing, will be replaced with townhomes for middle- to high-income households, planning documents show.

Construction of the townhomes is expected to begin in spring 2026, preliminary permit information shows.

Representatives of Valleyway Group couldn't be reached immediately to comment on the proposal.

The site is currently zoned as commercial mixed-use. The property is surrounded by residential development to the east, commercial properties to the north, vacant land to the west, and multifamily to the south of the site.

An average of 133 daily trips are expected to be generated upon completion of the residential development.

Simpson Engineers Inc., of Spokane Valley, is the project applicant on the environmental checklist. Fusion Architecture PLLC, of Spokane, is the applicant on the preapplication permit submitted to Spokane Valley for the development of the townhomes.

Valleyway Group purchased the property for $589,000 in August 2024, Washington state tax records show. The city of Spokane Valley is conducting an environmental review of the proposed preliminary plat to create the Greenline Subdivision.

Project updates:

*Spokane-based general contracting company Compass Construction Inc. is planning a 13,700-square-foot office and warehouse addition at the company's one-acre property, located at 2503 E. Riverside, in Spokane, permit information on file with the city of Spokane shows.

As envisioned, the project will feature 1,900 square feet of new office space and 11,200 square feet of new warehouse and storage space, with about 500 square feet remaining unoccupied, according to a commercial permit application currently under review by the city.

The company will be the general contractor for the project, which is valued at $850,000. Fusion Architecture PLLC, of Spokane, is the project architect, and Spokane Valley-based Umlauf Engineers PLLC is providing engineering services, permit information shows.

Compass Construction, founded in 1997, is a full-service disaster restoration contractor specializing in fire and flood damage repair in the Spokane area, according to the company's website.

*Dennis Miller, owner of Spokane Valley-based contracting company Craftsman Homes LLC, is developing a separate multifamily townhome project, dubbed 10th Avenue Fourplexes, at 3140 E. 10th, in Spokane's East Central neighborhood, according to permit information on file with the city of Spokane.

Three commercial building permits have been submitted to the city and are currently pending approval for the development of 12 total units. 

As envisioned, the property will have three four-unit townhome buildings, each about 5,600 square feet in size, that are planned as rental units, according to permit records.

All three two-story residential structures are being designed by Spokane House Plans Inc., of Spokane Valley, and Craftsman Homes is acting as the owner-builder for the project.

Each fourplex building is valued at $900,000, for a total development cost of $2.7 million, permit information shows.

*Spokane Addiction Recovery Centers is taking the next step in the development of a new outpatient clinic at 580 S. Walnut, in Spokane, according to building permit information on file with the city of Spokane. 

Halme Cascade, of Medical Lake, is the contractor for the project, which is valued at $7 million, permit information shows. Jakola Engineering & Architecture, of Kalispell, Montana, is the architect and engineer for the development.

The outpatent clinic will have 12,700 square feet of space on two floors, including a main floor and a basement. The building will hold up to 355 occupants.

Two existing buildings at 1508 W. Sixth and 520 S. Walnut are planned to be demolished to make way for the contruction of the new SPARC outpatient facility.

Construction was expected to begin in the third quarter of 2024 and last about a year, however building permits weren't submitted until July. As previously reported in the Journal, Spokane Addiction Recovery Centers had earlier plans to replace its outpatient treatment facilities with a new two-story, 14,000-square-foot rehabilitation center.
