

A proposed Topgolf facility in Liberty Lake is expected to resemble other similar mid-market locations in the United States.
| Adobe stockA permit application for a new Topgolf facility, full-service restaurant, and bar in Liberty Lake has been filed this month by developers known for their work on other Topgolf locations around the country.
The proposed facility will be located at 1 E. Country Vista Drive, immediately south of Interstate 90 and east of Kramer Parkway, according to permit information on file with the city of Liberty Lake.
The application was submitted by Downers Grove, Illinois-based ARCO/Murray National Construction Co. The company is a national design-build general contractor for Topgolf that has built over 90 Topgolf facilities, according to ARCO/Murray’s website.
The Liberty Lake facility will have a 35,000-square-foot mid-market Topgolf model, according to the Greater Spokane Valley Chamber of Commerce website. It will be similar to other mid-market Topgolf venues, such as the company's new 38,000-square-foot facility in New Braunfels, Texas, which is expected to open soon.
ARCO/Murray is listed as both the applicant and the contractor on the permit application. Kirkland, Washington-based Liberty Lake Land Company LLC owns the 27-acre property selected for the site.
Detailed building plans and estimated development costs are currently not available for the project.
The facility will be constructed on a portion of the property, with adjacent commercial pad sites to be developed in the future. Business tenants that could occupy future commercial pads at the property aren’t known at this time, says Lance Beck, president and CEO of the Greater Spokane Valley Chamber of Commerce.
“Everybody’s favorite question to ask is, ‘When’s it going to open?’ And we’re very hopeful, with the steps that are in place, that the project will be on track,” says Beck. “To set a date without a little more information is a little premature.”
The Topgolf project is expected to progress through the permit process in the next six months, Beck says.
Construction of the facility was made possible by an amendment to Liberty Lake ordinance 305, adopted October 2024, that allows participant and spectator sports facilities to stay open later than 11 p.m., and allows outdoor lighting to remain on until 12:30 a.m. Monday through Friday and until 1:30 a.m. Saturday and Sunday, Beck says.
ARCO/Murray previously considered the same property for development about a year ago, but plans fell through around the time Carlsbad, California-based Topgolf Callaway Brands Corp. announced plans to split the business into two separate companies, according to Beck.
Golf equipment company Callaway originally announced it would purchase Topgolf Entertainment Group in October 2020. The two companies completed the merger in March 2021.
“We’re back at the same piece of property that was talked about before, with the same developers, and so we’re starting to draw some conclusions that there were forces outside of the local market that were causing that delay,” Beck says. “Glad to see that the landowners and organization are still in the same spot, looking at the same piece of ground, and that’s a great sign for Liberty Lake.”
