A $3 million tenant improvement project, at 627 E. Sprague, is one of several projects planned or underway on the thoroughfare.
| Ethan PackSeveral commercial projects on Sprague Avenue are creating a hotspot of construction activity on the thoroughfare. Collectively valued at $4.75 million, developments include projects for new office space, a restaurant, a liquor store, and a grocery store, according to permit information on file in the cities of Spokane and Spokane Valley.
Four commercial construction projects are planned or underway along the busy arterial road that will bring additional shopping, workspaces, and dining options to the area.
On the eastern edge of downtown Spokane, at 627 E. Sprague, OlsonProjects PLLC, a Spokane-based architectural firm, has filed a predevelopment application on behalf of Fourth Avenue Management LLC, which does business as Fourth Avenue Capital, says Chris Olson, principal of OlsonProjects.
As planned, a $3 million tenant improvement project, tentatively dubbed 627 Sprague, will encompass the entire one-story, 30,000-square-foot vacant office and warehouse building featuring an underground parking garage, says Olson.
The project also will include a new 600-square-foot east entry addition and 300-square-foot north entry, he adds.
Proposed interior improvements include new shared restrooms, a shared hallway to create at least four tenant spaces, updated lobby entries, and mechanical, electrical, and plumbing systems, he adds. Planned Americans with Disabilities Act-compliant improvements include new restrooms, an elevator, and an accessible entrance on the north side of the building.
The exterior of the property will be updated with a new trash enclosure, ADA-compliant parking stalls, sidewalk, paving, irrigation, and landscaping.
Storhaug Engineering Inc., of Spokane, is the civil engineer and landscape architect, Olson says. Spokane-based GLR Engineers PLLC is the structural engineer. Dumais Romans Inc. and Summit Professional Engineering LLC, both of Spokane Valley, are also providing engineering services.
Spokane-based real estate investment company, Sprague 715 LLC, currently owns the property, which is under contract with a new buyer, says Jared Silvey, owner of Spokane Valley-based Silvey Construction Inc. and part of the ownership group that operates Sprague 715 LLC.
Spokane-based real estate investment company Sprague 715 LLC purchased the building for $2.6 million in 2015, according to tax information on file with the Washington State Department of Revenue.
Olson identifies the new buyer as Spokane-based real estate investment firm Fourth Avenue Management.
Tenant improvements are anticipated to start following the completed purchase of the building, says Olson.
Eight miles east of the warehouse project, a new $400,000 liquor store is under construction, at 11211 E. Sprague in Spokane Valley, permit information shows.
GNM Group LLC owns the 10,000-square-foot property, which was purchased from the Spokane chapter of the Salvation Army for $1 million in 2025, as previously reported. GNM Group couldn’t immediately be reached for comment.
Spokane Valley-based Russell C. Page Architects PS is the designer and engineer for the 2,600-square-foot addition and a 7,600-square-foot tenant improvement project. Northern Craftsman Construction, of Spokane, is the contractor, according to permit information.
About 1 1/2 miles east of the planned liquor store, a Trader Joe’s grocery store development valued at $700,000 is underway at 13414 E. Sprague, at the site of a former Shopko building.
Some wall frames have been installed on the unfinished concrete flooring at the site, as observed at a recent site visit.
Danville, California-based Coval SV LLC owns the existing 21,500-square-foot building, according to Spokane County Assessor’s Office records. PSR West Coast Builders Inc., of Lafayette, California, is the general contractor. Portland, Oregon-based Schmidt Architects PC is designing the project, according to permit information.
Coval SV couldn't immediately be reached for comment. A construction timeline is unknown.
The Sprague property will be the fourth Trader Joe’s location in the Spokane-Coeur d'Alene market, the Journal previously reported. Its first location opened on the South Hill in 2011 at 2975 E. 29th. A second store opened at 5520 N. Division, in 2016. In 2024, Trader Joe's opened a third store, at 303 E. Spokane, in Coeur d'Alene.
Less than a mile east of Trader Joe's, a new 2,400-square-foot Kindler’s drive-thru restaurant is under construction, at 14816 E. Sprague, in Spokane Valley.
The property owner is 14816 E Sprague LLC, a holding company governed by Spokane Valley-based Kodiak General Contracting, according to information from the Spokane County Assessor’s Office and Washington state revenue records.
Bernardo Wills Architects PC, of Spokane, is the architect and Kodiak General Contracting is the contractor of the $650,000 project.
A construction timeline for the drive-thru is unknown. Currently, crews are addressing the exterior of the structure, which occupies a previously vacant half-acre lot. The property owner could not be reached for comment.
Kindler’s is a fast-casual restaurant serving gluten-free meals, according to the company’s website. A separate Kindler’s restaurant is proposed on the southeast corner of Fiske Street and 29th Avenue on Spokane’s South Hill, according to permit information.
