Apartments proposed in West Central

Application for nine-unit structure under review

Spokane Valley-based Kodiak General Contracting is preparing to construct a $1.2 million apartment building at 1801 W. Mallon, about a half-mile west of the Spokane County Courthouse, according to pending permit information on file with the city of Spokane.

As proposed, the new development would add nine units and limited parking to the southwest corner of Mallon Avenue and Oak Street, in Spokane’s West Central neighborhood. The site is surrounded by residential properties on the north, east, and west, and a mix of residential and commercial properties, such as Outskirts Barbershop and Sure-Fit upholstery shop, to the south, along Broadway Avenue.

Site plans call for the construction of a three-story apartment building on a 6,000-square-foot vacant lot. The proposed building footprint will be just over 2,000 square feet.

Pre-development conference application site plans show each floor will have three units with one-bedroom and two-bedroom apartments.

The permit information doesn’t include a construction timeline.

Representatives of Kodiak General Contracting couldn’t immediately be reached for comment.

Spokane County Assessor’s Office records show Conrad Manfred, owner of Kodiak General Contracting, acquired the property through a treasurer’s deed issued to Spokane Valley-based company Idaho LLC, in December 2021.

Spokane-based Bernardo Wills is the project architect and Whipple Consulting Engineers, of Spokane Valley, is the engineer, permit information shows.

As previously reported in the Journal, Kodiak also is the contractor behind the recently completed 4th Avenue Apartments, a 20-unit complex valued at $3.2 million, at 6516 E. Fourth, in Spokane Valley. The contractor also recently completed 30-unit, $5 million apartment complex, at 2513 N. Regal,  near Hillyard.
