Rezone approved in Spokane Valley for big apartment complex

Council action clears way for about 200 living units on 10 acres off Broadway

The Spokane Valley City Council has approved a land-use zone change request by a Valley development concern that would allow construction of an apartment complex with a maximum of roughly 200 units near Broadway Avenue and Conklin Road.

The council approval changes the land-use designation on parcels totaling 10 acres of land owned by Arger Conklin LLC, of Spokane Valley, to high-density multifamily residential from the prior designation of medium-density multifamily residential.

Greg Arger, an Arger Conklin principal, couldn't be reached for comment.

The Arger parcels are south of Broadway and west of Conklin, less than a half-mile east of Sullivan Road and are nearly surrounded by single-family homes.

The zone change approval includes a development agreement that sets the maximum density for the development at 22 living units per acre.

Calculating in the 10-foot setback between property lines and structures, the zone change allows a maximum of some 200 living units there. The zone change and development agreement also set a 35-foot height restriction for structures on the parcel.

The development agreement says the main access to the complex would be from Broadway and a secondary access would be from Conklin.

Mike Basinger, senior planner with the city of Spokane Valley, says the approval is for land use only, and the city hasn't received plans or building permit applications yet for the project.

The city and developer haven't calculated a value for the project yet. As a comparison, however, the 216-unit Beach House Apartment complex being developed by Scottsdale, Ariz.-based The Wolff Co., at 15521 E. Indiana Parkway, in Spokane Valley, has a total building permit valuation of $24.5 million.

Arger and his brother, Prokey Arger, have developed a number of commercial and residential projects in the Spokane area over the course of more than 30 years. In 2008, they developed the 115-unit Evergreen Fountains Senior Living Community, at 1201 N. Evergreen, in Spokane Valley. The Argers also were involved in developing the Orchard Crest Retirement & Assisted Living Community, which opened in 2001 at 222 S. Evergreen, also in Spokane Valley, although they since have sold their interest in that development.
