Whitewater Creek to build senior apartment complex

$2.7 million development to include 50 rental units near west edge of Cd'A

Hayden developer and building contractor Whitewater Creek Inc. says it has obtained permits to construct a 50-unit, low-income senior apartment complex in Coeur d'Alene.

The apartment complex will be constructed on 5.4 acres of land on the west edge of the city, just north of Seltice Way, about a half-mile east of Huetter Road.

The construction cost for the project, to be named Mill River Senior Apartments, is estimated at $2.7 million, building-permit documents filed with the city of Coeur d'Alene show. Including rental subsidies, the project is budgeted at $6.5 million, other city records show.

Maryann Prescott, president of Whitewater Creek, says construction will start shortly, and the project will be completed sometime in 2011.

The project is being funded through a combination of state, local, and federal funds, private investment, and low-income housing tax credits, and it will target low- and moderate-income residents who earn less than 50 percent of the area median income, the city says.

The permit information lists Zeck Butler Architects PS, of Spokane, as the architect, and Whipple Consulting Engineers Inc., of Spokane Valley, as the civil engineer.

The complex will include nine single-story apartment buildings, each of which will have four to six living units, and a 2,400-square-foot community center building. Eight units will have one bedroom and the rest will have two bedrooms.

Floor plans show that the 42 two-bedroom units will have 900 square feet of floor space, and the eight one-bedroom units will have 650 square feet of floor space.

A few miles to the west, in Post Falls, Whitewater Creek is constructing a 50-unit apartment project named Tullamore Seniors west of state Route 41 between Poleline and Prairie avenues. That project, valued at $3.9 million, also includes nine one-story buildings and a community center building.
