Big RV park planned near Stateline

Project could supplant resort complex that was approved a decade ago

A resort development proposed more than a decade ago on the Washington-Idaho border could get a reboot as a 130-space RV park, according to documents on file with Spokane County.

The Spokane County Hearing Examiner held a virtual hearing for the proposed alternative land use on Dec. 2. A decision is pending.

County hearing examiner documents show California-based RiverView Stateline LP and Border Investment LLC are seeking approval for an alternative land use on the 16-acre property, to allow for a 130-space RV park, a 5,000-square-foot clubhouse, a 600-square-foot reception facility, two dog parks, picnic areas, and parking.

Representatives of the project couldn’t be reached immediately for comment.

RiverView Stateline is headed by William Hughes Jr., chairman and president of Hughes Investments Inc., a developer based in Newport Beach, California. Border is helmed by James Watson, president and CEO of J.R. Watson & Associates Development Corp., based in Seal Beach, California. 

The property is located south of Wellesley Avenue and north of the Spokane River just off Appleway Avenue, on the Washington state side of the border, and just west of the Cabela’s Inc. retail store in Idaho.

An environmental review filed with the Washington state Department of Ecology shows the developers plan to begin work in spring of 2021, or “as market conditions dictate.”

The document notes that the original resort development plans approved by the Spokane County Hearing Examiner in 2011 remain a development option.

Those plans called for three hotels with a total of 348 guest rooms, according to planning documents filed at the time. 

Plans also included a 6,000-square-foot, sit-down restaurant, a 2,500-square-foot convenience store with eight fueling stations, a 3,200-square-foot fast food restaurant, and an 860-square-foot drive-thru espresso stand.

The land use for the resort project was approved in March 2011.
