Apartments considered near arboretum in west Spokane

Brumback project to include 76 units, create campus with adjacent office building

A mixed-use campus is envisioned in Spokane's Garden Springs neighborhood, where a 76-unit apartment building, tentatively dubbed Garden Springs Housing, is under consideration by Brumback Real Estate & Construction.

Brumback Real Estate & Construction is proposing a 76-unit apartment building on vacant land tucked between Interstate 90 and Sunset Boulevard in west Spokane, says developer Nick Brumback.

A $15.2 million, five-story residential building is under consideration on an acre of land north of the Garden Springs Professional Building, at 1717 S. Rustle, which is owned by a separate Brumback entity.  

"We bought that office building in 2019 and moved our corporate office there," he says.

The land for the proposed apartment complex was purchased by Brumback through Garden Springs Apartments LLC for $380,000 in May 2022, Washington state tax information shows. 

The planned 19,000-square-foot building is tentatively dubbed Garden Springs Housing development, he says.

Spokane-based Wolfe Architectural Group PS is designing the residential project, and Brumback Construction will be the contractor. Upon completion, Brumback Inc., a separate entity which does business as Brumback Commercial Real Estate, will handle the leasing and property management at the property.

As planned, the development will involve 16 studio units ranging in size between 530 and 685 square feet of floor space, in addition to 32 one-bedroom units between 700 and 750 square feet, and 28 two-bedroom units between 900 and 1,100 square feet in size. Under 20 units are planned per floor. 

"We're not doing three-bedrooms, because we don't feel that a high amount of roommates or families are going to be attracted to living in that type of building in that area," says Brumback.

The L-shaped residential building envisioned at the property will have a more aesthetically pleasing design compared to a straight rectangle structure, he contends.

"It allows us to create a campus-type feel ... so we can have a mixed-use situation. The energy of those situations are great, so we're looking forward to creating that environment around our office building," says Brumback of the building's design.

The project will feature underground, covered, and secure parking underneath four stories of apartments. The below-grade parking level will have 37 parking stalls, while the on-grade parking level will have 33 stalls. A total of 88 standard stalls and three Americans with Disabilities Act-compliant parking spots are included in the development plans.

Additionally, the Garden Springs apartments will include electric vehicle charging station infrastructure. The existing exterior surface parking for the office building will be maintained and expanded as part of overall site development, he says.

"Even with essentially no restrictions on how much parking is required for apartments, we believe that parking is very important," Brumback says. "We're going to have plenty of parking, with one spot per bedroom, if not more."

Site development also includes shared amenities for the apartment and office buildings. Shared amenities include a common courtyard, a 240-square-foot pet washing station, a 730-square-foot fitness room, a rooftop patio for up to 49 occupants, bike storage and storage lockers, and secure mail delivery areas.

A leasing office also will be available onsite.

Currently in the pre-development stage, Brumback says the next step is to move into the full design phase after reviewing feedback from the city of Spokane and assessing development costs. Following the full design phase, permit applications will be submitted. 

Groundbreaking for the project could happen in February or March 2026, Brumback says. 

The estimated construction timeline to build the structure will be 14 to 16 months.

The building is planned across three separate parcels which will require lot line adjustments to be reconciled during the permitting process. No zoning changes are expected to occur, he adds.

Pricing for the units are expected to be market rate and appeal to a tenant base that has a mix of urban and suburban lifestyles.

"My biggest interest in this vacant parcel next to our office building is that it allows us to create additional great living units right outside the downtown area," says Brumback. "It's a neat location ... next to the (John A. Finch) Arboretum, and you can be on the freeway in three minutes and downtown in five."

Project updates:

*Plans are under review for a 2,500-square-foot tenant improvement remodel and change of use project that is planned at 2802 N. Mayfair, in Spokane, for the relocation of the Washington state Department of Transportation's traffic management center. 

The $1.2 million estimated cost of improvements will provide three new offices, a server room, a data and electrical room, storage, and two bathrooms, according to a permit application on file with the city of Spokane.

As envisioned, the existing building will have new insulated wood-framed walls, storefront windows and entry doors, in addition to new heating, ventilation, and air conditioning equipment, and plumbing systems, permit information shows. 

Spokane-based Design West Architects PA is designing the project for WSDOT. KWR Electrical Consulting & Design, also of Spokane, is providing engineering services. No contractor has been selected yet.

*Nikolay Gurdyumov, co-owner of Spokane-based NL Construction LLC, is planning a 4-unit townhome building on a half-acre vacant lot at 2501 E. Upriver Drive, on the north bank of the Spokane River in Spokane, permit application information on file with the city of Spokane shows.

The two-story, 6,700-square-foot multifamily residential building is valued between $700,000 and $1 million, according to permit information.

Development plans include clearing and grading the sloped site, onsite paving, and installation of underground utilities.

NL Construction is the contractor for the development. Style Home Design LLC, of Spokane, is the project architect, and Landtek Surveyors, a trade name of Spokane-based Landtek LLC, is the project engineer.
