
A 36-unit apartment complex designed to provide additional middle housing options is under consideration for a conditional use permit by Spokane County.
The project, dubbed the Westview Apartments, is proposed for construction at 107 E. Westview, located north of the Division Street “Y” between Highway 395 and Highway 2 in the Country Homes neighborhood in North Spokane.
AANA LLC purchased the nearly 1-acre property on Dec. 7, 2023 for $450,000, tax information on file with Spokane County shows.
Dagnachew Uma, owner of AANA LLC, submitted a State Environmental Policy Act checklist to Spokane County on Jan. 16. A Determination of Nonsignificance was issued on Nov. 25, SEPA information shows. Uma submitted the conditional use permit application on Feb. 19, according to a prepared staff report for the Hearing Examiner regarding the project that was prepared by Saegen Neiman, a planner at the Spokane County Planning Department.
Uma did not respond to the Journal’s request for comment.
As planned, the proposed apartments consist of two, three-story structures with 18 units each, according to the SEPA application. The two residential buildings are expected to stand about 40 feet tall.
The complex will be connected to a 57-space parking lot accessible from East Westview Avenue and North Colfax Road.
Currently, a 1,400-square-foot house and a 440-square-foot detached garage, both constructed in 1929, occupy the property where the development is under consideration. Both existing structures are planned to be demolished before construction begins, the SEPA application states.
The Westview Apartment complex is expected to generate around 239 vehicle trips per day, according to the SEPA application. The property is located in a high-density housing zone area, says Neiman in an email to the Journal. Since the proposed apartment development exceeds density limitis of 30 units per acre, conditional use permit approval is required to evaluate the project for any additional mitigation or other restrictions.
The Spokane County Hearing Examiner has recently conducted a public hearing about the property on Dec. 10, he adds. A decision wasn’t yet available at the hearing, but is anticipated to come at a later date. If approved, AANA LLC will be required to complete the commercial building permit process with Spokane County before construction can begin.
Comment on the plans from agencies including the Spokane County Public Works Development Services and Wastewater departments, Spokane Regional Health District, city of Spokane, Spokane County Fire District No. 9, Washington State Department of Transportation, and the Spokane Tribe of Indians also will be required for approval.
Prior to building permit issuance, AANA LLC is required to provide an Inadvertent Discovery Plan — a plan determining steps to take if Native American human remains or historical artifacts are discovered during construction — to the Spokane County Planning Department and to the Spokane Tribe of Indians, as requested by the tribe as part of a staff report prepared before the hearing.
Spokane-based Trek Architecture is designing the multifamily development. A general contractor and engineering firm are not listed on planning documents.
The estimated cost of construction and the project’s proposed construction timeline is unknown at this time.
Project Update
Walker Construction Inc. held a topping off ceremony at the top of the Spokane Falls Tower on Dec. 3 to commemorate the installation of the building's final girder.
The ceremony was attended by employees of Walker Construction, the project's contractor; owner L.B. Stone Properties Group; architectural firm Collins Woerman Co., which does business as CollinsWoerman; design engineers; and major subcontractors, says Boone Helm, marketing manager for Walker Construction.
The final girder was topped with an evergreen tree, a long-standing tradition in the construction industry that symbolizes growth, good luck, and a safe job site, says Helm. A crane lifted the white girder up from the rooftop where it had been signed by those in attendance, to where it would be installed — in a concrete structure on the rooftop. As workers secured the girder in place, those in attendance toasted the work that had been done.
Construction on the 12-story, 48-unit residential building, located at 630 N. Lincoln, began in August 2024, says Brendan Monroe, principal of Walker Construction.
“This was a huge milestone, because getting to the end of the concrete without getting into some heavy winter conditions — we actually timed it really well to be finishing up now,” he says. “That was a blessing.”
Interior finishes and the exterior facade will be worked on next, Helm says. In spring 2026, Walker Construction expects to begin landscaping and installing the parking lot.
Construction on the tower is expected to be completed by the end of 2026, Helm says.
