Vacant lots at 4221 S. Regal and 2900 E. 42nd are being considered for a proposed 16,000-square-foot grocery store.
| Ethan PackA new 16,000-square-foot grocery store has been proposed on Spokane's South Hill at the southeast corner of 42nd Avenue and Regal Street, according to a predevelopment conference application filed with the city.
Representatives listed on the project's planning documents decline to comment on the proposed store.
The name of the proposed store is not listed on the application or site plan. The project’s cost is estimated at $4.5 million, permit records show.
Preliminary site plans show the development site is located just north of a Maverik gas station and a Mister Car Wash facility on Regal Street, and a nearby Home Depot store, located south of the proposed project across 44th Avenue at 4515 S. Regal, which opened in June.
Spokane Valley-based Architectural Ventures filed the predevelopment application, which calls for the store to be built on two separate parcels, at 4221 S. Regal and 2900 E. 42nd, situated on over 2.5-acres of vacant land.
In addition to the 16,000-square-foot store, site plans show 74 parking spaces, as well as a shared access drive between the proposed building and the neighboring Mister Car Wash facility.
Spokane County Assessor's Office records show the vacant lots are owned by the estate of Harlan Douglass, the prominent Spokane developer who died in 2023.
One of the lots, at 4221 S. Regal, was purchased in 2005 for $450,000, according to tax records on file with Spokane County. Sale information isn't available for the second parcel.
As previously reported by the Journal, a storm drainage extension project at the site was temporarily paused but nearing completion, as of Nov. 20.
The storm drainage construction project, which began Aug. 28, involves the same two vacant lots owned by the Douglass estate and will route stormwater underground to the Hazel’s Creek Drainage & Conservation Facility, a regional stormwater management project that serves a large portion of the South Hill.
