2026 People of Influence: Gavin Cooley, Spokane Business Association director of strategic initiatives

Gavin Cooley, director of strategic initiatives at Spokane Business Association, helps lead the organization in its work to improve public safety and economic stability for businesses in the Spokane area. Priorities for the association include advocating on behalf of businesses for legislation and policies that address homelessness, open drug use, small crimes, code enforcement, and cleaning up downtown, among other issues.

Cooley previously served as a public-sector executive known for his effective communication style and his ability to collaborate as the city of Spokane's chief financial officer for 17 years. 

Education: Bachelor’s degree in accounting, Eastern Washington University.

Who do you turn to for professional inspiration or mentorship? Rick Romero. For 15 years at the city of Spokane, I worked closely with Rick, where his leadership and visionary ideas consistently inspired all of us there to accomplish extraordinary things for our community. 

What’s the best career advice you’ve received? Surround yourself with great people and big ideas.

What is a major professional accomplishment you’re proud of? When I began as the city’s CFO in 2003, the city’s credit rating was one notch above 'junk' status — we worked hard over the next 10-plus years to get it up six notches to AA.

How do you continue to grow and develop as a leader? I grow as a leader by working alongside great people who are tackling big projects, which pushes me to keep learning and improving.
