Comcast Corp. is working to install fiber optic cables next to existing energy infrastructure in underserved communities throughout Spokane County.

Colley declines to disclose the total cost of the expansion project, but says it is in the multimillion-dollar range.
The Philadelphia-based media and technology company's services, including its high-speed Xfinity broadband internet, are now available for 1,500 homes and businesses in Medical Lake, 150 locations in Four Lakes, and 400 in Chattaroy, he says.
Construction expanding the network to Cheney is ongoing and will be completed in phases. Comcast will launch access to around 2,700 homes and businesses in Cheney throughout the year, beginning with 150 in March, Colley adds.
“(We’ve expanded to) parts of each community, and each community is different based on size need, where our existing network is, and how to best to extend that coverage to the community,” Colley says.
Coral Gables, Florida-based infrastructure construction firm MasTec Inc. installed telecommunication access points in preexisting electrical poles owned by Avista Corp. or Inland Power & Light Co. adds Mark Nelson, senior director of technical operations for Comcast in Spokane. Prince Telecom LLC, of New Castle, Delaware, performed underground fiber optic cable installation from the access point to the homes and businesses.
“Each (project) was a little different,” Nelson says. “Chattaroy, we started late last year, but all three of them took about three to six months to build, which is great.”
Comcast’s in-house team completed the initial system design and has performed quality checks throughout the construction process.
The company’s network expansions in Medical Lake, Four Lakes, and Cheney are privately funded by Comcast. Spokane County subsidized part of Comcast’s expansion to Chattaroy, Colley says.
Comcast began construction in Medical Lake in September 2024, in Four Lakes in July 2025, and in Cheney in December 2025. Crews began construction in Chattaroy in August 2023, but experienced multiple delays due to weather conditions, Colley explains.
The expansion areas were previously underserved by communications providers — meaning options for internet and satellite offerings have been limited to one or two companies, he explains.
“There might have been a provider (in these communities), but not robust services like you would find in downtown Spokane or downtown Seattle,” Colley adds.
Workers have installed nearly 3,000 miles of fiber optic and network cables across Spokane County in total and 250,000 homes and businesses across the County have access to Comcast services, says Colley.
Future subsidized expansion projects in Spokane County will depend on federal Broadband Equity, Access, and Deployment Program, or BEAD, funding available to the company, Nelson says. Washington state received $1.2 billion from the federal government in 2025 to distribute as grants to telecommunication companies to expand networks to unserved or underserved communities.
“We have submitted applications in Washington state, but the government has not yet announced the approval for those projects, so we're not at liberty to say, ‘We're going to be expanding in Liberty Lake or South Hill or wherever it is,’” Colley says. “Until we know from the federal government, there's not much to share.”
Comcast employs about 300 employees in Spokane County who work at the company’s main Spokane office at 1717 E. Buckeye in addition to four Xfinity stores operating in Spokane and Spokane Valley.
Project Updates
*Wichita, Kansas-based architectural and engineering firm Tessere Inc. has submitted a change-of-use application to the city of Spokane to convert and renovate a retail property to a business and office use, at 3036 N. Monroe, in North Spokane.
The two-story, 5,500-square-foot office building and a 1,000-square-foot exterior bay will be occupied by a Crash Champions LLC office and shop area once renovated, permit information shows. Hustad Property Management LLC, of Nine Mile Falls, owns the property.
This building is located immediately south of an existing Crash Champions location at 3104 N. Monroe.
The project is valued at $550,000. Nampa, Idaho-based RRC Contractors Inc. is the contractor and Tessere is the project architect, permit information on file with the city of Spokane shows.
Westmont, Illinois-based Crash Champions operates more than 650 locations nationwide including five locations in Spokane County, according to the company’s website.
*Construction of a planned Wingstop location at 2 W. Third, at the northwest corner of the intersection at Division Street and Third Avenue in downtown Spokane, is underway, according to permit information on file with the city of Spokane.
As planned, the tenant improvements will include new electrical and mechanical installations. Permits to install fuel piping for water heaters and fryers, plumbing fixtures, and an expanded fire alarm system were approved in January, permit information shows.
The commercial remodel began in late 2025.
Downtown Peppertree LLC, of Spokane, owns the building. Spokane-based Fig Tree Home Decor formerly occupied the space.
The tenant improvement project is valued at $300,000, according to permit information. The Wingstop restaurant will occupy nearly 1,500 square feet.
