A Liberty Lake-based residential care company is erecting a new $4 million, 16-bed residential treatment facility at 18101 E. Appleway in Spokane Valley. Regal Care Residential LLC’s facility will give individuals who live in state and local behavioral health hospitals a place to recover while receiving therapy, according to the company’s website.

A building permit application was issued Aug. 18, information on file with the city of Spokane Valley shows. Spokane-based Form Architecture Inc. is providing architectural services, and Walker Construction Inc., also of Spokane, is the general contractor, according to permit information.

The Regal Care rehabilitation facility will be located east of a 16-bed Greenacres Residential Care facility, at 17927 E. Appleway. The 8,700-square-foot building previously cost $3 million to build, and includes a food-service facility, which was completed in 2023, the Journal previously reported.

Co-owners Edith and Donald Corson own both Regal Care Residential and Greenacres Residential Care, according to information on file with the Washington State Department of Revenue. The Corsons decline to comment on the project.

Regal Care Residential also is the owner of a separate property directly west of the new residential treatment development, tax information shows. 

The new Regal Care project will offer 24-hour nursing, behavioral health support, residential long-term care, counseling, and other services for individuals with mental illnesses, such as bipolar disorder, mental trauma, anxiety, depression, and more, according to the company’s website.

The Regal Care facility is one of many healthcare developments underway in the Inland Northwest.

Encompass Health Corp., a Birmingham, Alabama-based healthcare provider, is planning a new 50-bed rehabilitation hospital in Post Falls, the Journal previously reported.

Encompass Health Rehabilitation Hospital of Post Falls will provide inpatient rehabilitation services to residents in North Idaho and surrounding areas, where existing rehabilitation beds are limited, says Kim Steward, president of Encompass Health’s West region.

Encompass' proposed 55,000-square-foot hospital is set to be erected at 8142 N. Zorros Road, south of Post Falls-based real estate developer Jacklin Northwest’s future shopping center at Jacklin Ranch Commercial Park. 

Jacklin Northwest sold the property to Encompass Health in March, according to information on file with the Kootenai County Assessor’s Office. The Assessor's Office shows a $620,000 property value, and the average cost to construct a rehabilitation hospital of this size is estimated at $58 million, Steward says.

At Sacred Heart Medical Center, at 101 W. Eight in Spokane, Providence is investing $9 million to modernize four operating rooms as part of a multiyear project to revamp all 28 surgical rooms at the hospital, the Journal previously reported.

The healthcare provider is planning to replace technology, medical equipment, lighting, cabinetry and flooring, electrical and air circulation systems, and install additional imaging equipment to two rooms over nine phases, says Dr. Erik Condon, chief of surgery at Sacred Heart Medical Center and Providence Holy Family Hospital.

The Sacred Heart project includes updating two hybrid operating rooms with new equipment for fluoroscopy imaging, which supports minimally invasive surgeries, such as aortic valve replacements, he says. Fluoroscopy equipment, known as C-arms, revolves around the patient taking continuous X-ray images to provide imaging from various angles creating a “movie” instead of a standard X-ray still image.

The estimated construction value is $19.5 million for the renovation of all 28 operating rooms. However, Condon says, he expects the total value to rise after the updated rooms are fitted out with new equipment.

Project Updates

Pharmaceutical contract manufacturer Jubilant HollisterStier LLC, of Spokane, is planning four new modular office buildings and a parking lot at 3430 N. Cook, south of the company’s manufacturing plant in Spokane's Bemiss neighborhood, predevelopment conference application informaiton on file with the city of Spokane shows. 

Jubilant's proposed $500,000 development is located east of Bemiss Elementary on Cook Street, and north of Andrew Rypien Field.

As planned, two existing materials storage buildings will be demolished and replaced with four 1,800-square-foot office buildings and a 34-stall parking lot. Landscaping improvements will take up most of the land and the four new buildings will be constructed along the property’s eastern boundary.

Spokane-based architecture and engineering company Womer & Associates Inc. prepared the site plans, according to permit information.
