The city of Spokane Valley has issued a commercial building permit for construction of a $3 million, 16-bed residential care facility.

The project site is on an acre of land surrounded by commercial and residential uses at 17927 E. Appleway, about a half-mile southwest of the Interstate 90-Barker Road interchange.

The development is named Greenacres Residential Care, according to the application.

Residential care facilities are also referred to as board and care homes, according to the National Institute on Aging, which describes them as small private facilities that provide personal care and meals, but typically don’t offer medical care onsite.

A pre-application permit submitted in September describes plans to construct a single-story, wood-frame building with about 8,700 square feet of space. The project value initially was estimated at $1.5 million, however information from the building permit, which was issued in mid-June, shows the project value has risen to $3 million.

A food-service facility is proposed as part of the project, permit information shows.

Lee Schwartzenburg, of Spokane Valley-based Wyatt Architects & Associates PLLC, filed the project application.

Schwartzenburg couldn’t be reached immediately for comment.

Walker Construction Inc., of Spokane, is the contractor on the project.

Spokane County Assessor’s Office records show the property is owned by Spokane business owners Michael Landers and Brian Chavez, who decline to comment on the development.

A 3,700-square-foot building constructed in 1995 stands on the property currently and was previously used as a self-storage facility, according to assessor’s records. The permit information doesn’t indicate whether the building will be demolished to make way for the care facility.
