138-lot subdivision planned in Indian Trail area

Woodridge View addition value projected at $55M

A 138-lot residential subdivision is planned as the third addition to the Woodridge View development in the north Indian Trail neighborhood, preliminary planning documents submitted to the city of Spokane show.

The lots would occupy 53 acres of land about a mile northeast of Indian Trail Road. They would be designed for homes envisioned in the $400,000 price range, which would bring the total value of the development to $55.2 million, plans indicate. Lots would range between 0.12 acres and 0.55 acres.

Otis Orchards-based owner MSK LLC couldn’t be reached for comment, and Spokane Valley-based Whipple Consulting Engineers Inc., the applicant listed on the predevelopment documents, declines to comment.

Construction is projected to start summer 2019 and to be completed the following spring, plans say.

Spokane County Assessor’s records show MSK LLC purchased the 88.4-acre parcel of vacant land that includes Woodridge View second addition in February 2012 for $600,000.

The third addition would be directly east of the first and second additions and the connected five-lot Woodridge short plat.

The first and second additions are platted for a total of about 50 lots, which average more than an acre in size. They’re accessed via Navaho Drive, which runs between them in a mostly north-south alignment, with the first addition on the west side of Navaho and the second on the east side. Assessor’s records show that 20 homes have been developed in the first addition, with recent sales prices ranging from $306,000 to $585,000 and living space for many of them exceeding 4,000 square feet.

The third addition would have several as-yet-unnamed interior roads, three of which would run in a mostly north-south alignment and five in an east-west alignment. Another interior road, which appears on the site plan to connect to Navaho, would loop across the north portion of the third addition and border the east boundary of the development.

The site plan identifies an Avista-Bonneville Power Administration powerline running over the north portion of the development site, which also is labeled as open space.

About two miles south of the Woodridge View development, Whipple Consulting Engineers is also involved in the proposed 120-lot McCarolls Second East Addition subdivision 4647 W. Strong Road, as first reported in the Journal in June.

Other recent projects Whipple Consulting Engineers has been involved in lately include Vinegar Flats Cottages, a development envisioned by KBM Development LLC that would occupy 3.2 acres of land north of 20th Avenue, between Chestnut Street and Inland Empire Way in the Latah Valley neighborhood in southwest Spokane. Preliminary plans for the development show some homes in the project would have a total of 1,100 square feet of living space on two floors, as well as a lower-level garage. Other units would have 900 square feet of living space on a single floor with no garage.

Whipple also is the applicant for the proposed the Eagle Ridge West Addition, about three miles south of the Vinegar Flats Cottages development site. The Eagle Ridge West Addition project involves 13 acres of a 21-acre parcel to be subdivided into 99 lots between 0.15 and 0.34 acres in size at 6820 S. Cedar Road.
