Five Spokane property owners seek zone changes on 17 parcels

Applications to move through docketing process

Five Spokane-area developers are seeking changes in land-use designations on parcels they own in Spokane to make them consistent with current or adjacent uses, say consultants who represent the owners in zone-change requests submitted to the city.

Land-use consultant Dwight Hume, of Spokane, represents three of the five owners and says the requests are under review. They will begin moving through the city’s docketing process at the end of this month. 

In one request, Clanton Family LLC is seeking to extend a commercial zone for three adjacent parcels of land totaling 0.68 acres at the southeast corner of Sixth Avenue and Stevens Street, in the Cliff Cannon neighborhood on Spokane’s South Hill. The parcels currently are zoned for office use, Hume says.

“The family owns two other adjoining parcels, and simply wishes to include those lots under the same zoning, in an effort to provide enough square footage for a single use,” he says.

In another request, Kain Investments LLC wants a zone change to neighborhood retail land use for one parcel of land totaling 0.11 acres.

The narrow, L-shaped parcel, currently zoned for multifamily residential land use, is near the southeast corner of Ninth Avenue and Madison Street. It adjoins the north side of the Huckleberry’s Natural Market and also the west side of the Ace Hardware building. 

The amendment would add a 14.25-foot-wide portion paralleling Huckleberry’s along the vacated alley and a 6.32-foot-wide portion paralleling the west line of the Ace Hardware building site to the existing neighborhood retail zone.

The adjacent northerly property currently is being converted into a new, nine-unit apartment building.

Hume says Kain Investments plans to develop the parcel into an alley and additional on-site parking for both the new apartment building and neighboring businesses.

In another request, George Nossek, managing partner for Ventura Land Holdings LLC, is seeking a zone change to apartment use for two parcels of land, consisting of 2.2 acres bound by Seventh and Eighth avenues along Government Way in west Spokane. They are currently zoned for neighborhood retail uses. 

Hume says the owner plans to develop the block into future apartments with between 60 and 66 living units in total.

Taudd Hume, of Spokane, is representing the last two amendment requests.

In one request, U-Haul International Inc. is seeking a zone change to commercial land use for 10 parcels totaling 10.76 acres. The site, located at 1616 Rustle, south of Sunset Highway, is currently zoned as office land use.

The amendment application says U-Haul recently purchased the site and hopes to convert an existing 86,000-square-foot office building there into a U-Haul Moving and storage facility.

In the last request, Vic Plese, owner of Plese & Plese LLC, is seeking a zone change to office land use, for a portion of a parcel of land totaling 0.175 acres. 

Located at 6216 N. Washington, south of Francis Avenue, the site currently is zoned as residential. 

The amendment application says Plese & Plese seeks to develop three parcels there into a single site for bank or office use, and future parking.
