Black Realty works through issues at Painted Hills development

Developer to address flood concerns, plans 580 units

Spokane real estate development company Black Realty Inc. is planning a residential development with 580 planned living units at the former Painted Hills Golf Course site at 4403 S. Dishman–Mica Road.

Bryan Walker, development project manager with Black Realty, says the Painted Hills Planned Residential Development is under environmental review, and final designs aren’t complete yet. He says he’s hopeful an environmental impact statement will be completed in the first quarter of 2018.

As envisioned, the development would include 300 single-family homes and 280 multifamily units, which would be constructed in phases.

Dave Black, owner and president of Black Realty, says the development site already is zoned for residential use.

Walker says the Painted Hills development also would include small retail, office, or other neighborhood commercial amenities. The development would have 30 acres of dedicated open space that could include parks, trails, outdoor workout facilities, playgrounds, dog parks, and related amenities, he says.

Neighborhood concerns about the development’s potential impact will be addressed in the environmental impact statement, he says.

“One of the major concerns is the flooding, and we are confident that we will resolve that issue,” says Walker. “I’m very confident that we will address all the public concerns and more than adequately answer all the questions, as well as deal with all those environmental impact issues satisfactorily.”

Project plans would take both the proposed development and the surrounding neighborhoods out of flood danger, he asserts.

“The problem is nobody has dealt with the water properly out there, and we have to do it in order to develop the site,” he says.

Walker says Black Realty has spent four years working on design remedies to the flooding problems.

Whipple Consulting Engineers Inc., of Spokane Valley, is providing engineering services. No contractor has been selected for the project.

A construction timeline hasn’t been scheduled for the development yet, Walker says.
