Mixed-use project envisioned in Garland District

Four-story, 60-unit structure will promote neighborhood walkability

Two Spokane real estate companies, Millennium Northwest LLC and Greater Northwest Assets LLC, are planning a mixed-use development featuring 60 living units on five lots along Wall Street, between Garland and Walton avenues, in the Garland District, says James Gallina, partner at Millennium Northwest.

Gallina says the project, tentatively called the Millennium North Hill Apartments, calls for the construction of a four-story, 47,600-square-foot residential building, directly north of the former Masonic Lodge building at 706 W. Garland.

An 800-square-foot addition also will be constructed to connect the apartment building to the 5,000-square-foot Masonic Lodge, which will allow the two structures to operate as a single building with commercial and residential, he explains.

Gallina adds that the project is still in the design phase, and he declines to disclose a construction value.

A pre-development conference application lists the development’s value at $10.5 million.

Gallina says, however, the surge in the omicron variant of the coronavirus and supply-chain problems have made it difficult to lock in prices.

The apartment building will have a mix of one- and two-bedroom units, Gallina says. Site plans show 13 units on the first floor, 16 units each on the second and third floors, and 15 units on the fourth floor.

Gallina says residences located on four lots north of the Masonic Lodge building will be demolished to make way for the apartments.

Construction is expected to begin in the fall, after the lots are combined into a single parcel, an environmental review is complete, and building permits are issued, he says. Construction will take about a year to complete, he adds.

Greater Northwest Assets is governed by Keith Riddle, owner of Synergy Properties LLC, of Spokane, and business partner Paul Cassell. In 2013, their company purchased the Masonic Lodge for $560,000, according to Spokane County Assessor’s Office records.

Commercial tenants at the Masonic Lodge building include North Hill on Garland restaurant, Synergy Properties, and Carlson & Co. Real Estate.

Bernardo|Wills Architects PC is designing the mixed-use development, but a contractor hasn’t been selected yet.

Millennium Northwest is also behind the development of another mixed-use project that will break ground next month, Millennium on Monroe, at the northeast corner of Monroe Street and Shannon Avenue.
