Paragon Group envisions complex in Airway Heights

Development plans call for 93 residential units, six commercial spaces

The Paragon Group, a real estate and property management company headquartered in Richland, Washington, is marketing a site with plans for a 93-unit mixed-use development in Airway Heights dubbed the Airfield Apartments, says Mason Fiascone, multifamily adviser for the Paragon Group.

The 4.7-acre site is located a few blocks north of U.S. 2, along West 12th Avenue, less than a mile west of the Walmart store in Airway Heights.

Fiascone says the permit-ready development site is listed for sale for $1.7 million.

Development plans for the Airfield Apartments call for four, three-story buildings with a total of 33 one-bedroom units, 48 two-bedroom apartments, and 12 three-bedroom units. The average unit size is 960 square feet, plans show.

Fiascone says the residential units will be leased at competitive rates.

An additional 14,400 square feet of commercial space also is planned for the Airfield Apartments complex, Fiascone says.

Six commercial pads will be split between two mixed-use buildings on the property fronting west 10th Avenue and west 12th Avenue.

The site also will have 163 parking spaces, plans show.

Plans for the commercial spaces haven’t been finalized, although Fiascone says companies that could provide amenities to the residential units on site, such as a co-working space or veterinary services, would make sense for the property.

“I think it’s the biggest win on a mixed-use development project if you can provide something that benefits everybody in the community,” he says. “It’s a pretty wide-open and blank canvas, so we’re excited to see what businesses have in mind.”

Construction will take 18 months once permits are approved, says Fiascone.

Wolfe Architectural Group PS, of Spokane, is designing the development. The Spokane office of DCI Engineers is the structural engineer, and EV Studio LLC, of Denver, is the electrical engineer, according to marketing materials for the project.

A contractor hasn’t been selected yet, Fiascone says.

The site is owned by SRA-CH Airway Heights I LLC, which is governed by Irvine, California-based commercial real estate investing company Starboard Realty Advisors LLC, according to information from the Washington state Secretary of State’s office and the company’s website.

The Paragon Group assists clients with the purchase and sale of apartment properties and development sites in the Inland Northwest. The team in which he works at the Paragon Group, known as the Multifamily Mason group, in Spokane, has sold $115 million in apartment buildings and development sites since 2021.

Tenant demand for multifamily residential units in west Spokane County is a strong driver of new development in the area, along with rent growth and stable occupancy rates, adds Fiascone.

Paragon Group’s marketing report states that rent in Airway Heights increased 8.3% in April, compared with the year-earlier month. 

He says that developer interest in the property has been promising.

“We’re pretty hopeful that we’ll find a solution by the end of the third quarter and be through the finish line on the sale by the end of the year,” says Fiascone. 

 

Project updates:

•Blythe Interiors LLC has opened a second showroom at a multitenant commercial building in Hillyard, at 3707 E. Decatur, where the San Diego-based interior design company offers a selection of home décor, cabinetry, flooring, lighting, hardware, and other design elements, says director Carter Crandall.

Crandall says the company is working to open the 1,500-square-foot showroom fully to the public and is operating between the hours of 10 a.m. and 4 p.m., when guests currently are welcome by appointment.

•United Parcel Service is planning to build a new compressed natural gas fueling facility at its customer center, located at 1016 N. Bradley Road, according to pre-development application permit information on file with the city of Spokane Valley.

Permit data for the foundation of the 4,800-square-foot outdoor fueling facility shows an estimated construction cost of $1.1 million.

The application describes an open-air facility and no enclosures or buildings as part of the project.
