Work starts on $32M Frequency apartment complex

Construction is currently underway on The Frequency, a $32 million senior apartment complex at 4980 S. Regal, on Spokane's South Hill. The building will bring 156 residential units and other community amenities, which are scheduled for completion in March 2028.

As planned, the project includes the construction of a four-story, 184,000-square-foot apartment complex wrapped around a four-story, 84,000-square-foot parking garage. Residential units will be comprised of 33 studios, 59 one-bedroom units, and 64 two-bedroom units, according to the developer's website. Amenities include in-unit laundry, a woodshop, a fitness center, a theater, bike storage, pickleball courts, a pub, rooftop gathering spaces, and a clubhouse.

SRMBD Spokane LLC owns the 3.5-acre property, and real estate developer SRM Development LLC, of Spokane, is the contractor, says project manager Ben Robles.

“Right now, we're just in the midst of pouring structural concrete for our parking garage and forming up our level two deck,” says Robles.

Spokane-based Bernardo Wills Architects PC and the Spokane office of Seattle-based Coffman Engineers Inc. are providing architectural and civil engineering services, respectively, Robles says.

Workers currently are framing some sections of the apartment building and pouring concrete slab foundations, he says, adding that he expects that work to continue for the next four months.

Directly south of the structure, a nearly identical apartment building is planned for future development, according to predevelopment application information on file with the city of Spokane.

The Frequency's property, located west of Target on Regal Street and directly south of Southside Sports Complex, is valued at $606,000, according to Spokane County Assessors’ Office information.

Directly east of the ongoing apartment project, Spokane-based Radio Park LLC is planning a large, multibuilding retail project, says Carl Guenzel, managing member of Radio Park and commercial real estate broker with Spokane-based Kiemle Hagood.

The Radio Park development is comprised of 12 acres of land surrounding The Frequency, Guenzel says. Plans call for five single-tenant and multitenant buildings ranging in size between 4,500 and 15,000 square feet, with 132 shared parking stalls.

Yost Gallagher Construction LLC, of Spokane, is the contractor for Radio Park. Studio + Architects LLC, also of Spokane, is providing architectural services.

Additionally, a two-lane, 5,200-square-foot drive-thru restaurant with 95 parking stalls is envisioned at the southeast corner of the site, a proposed site plan on file with the city shows.

“It’s been a long project,” Guenzel says. “We’re working with neighborhood groups and the city to provide connectivity to the park, and working with the parks department for that. We’ve done a bunch of work to be good neighbors.”
