Raising Cane's considers Spokane Valley venue

Preliminary development plans at the site are valued at $4M

A new Raising Cane’s restaurant development is under consideration in Spokane Valley. The $4 million project, called Raising Cane’s 1690, is planned at 15612 E. Sprague, according to a predevelopment conference application submitted to the city of Spokane Valley in September.  

Raleigh, North Carolina-based engineering, planning, and design company Kimley-Horn and Associates Inc., which maintains an office in Spokane, is the applicant listed on the predevelopment application.

Western Landscape Design & Maintenance LLC, which does business as Sculptured Gardens, currently occupies the property. Existing buildings and sheds would be demolished as part of the project, planning information shows.

The property is located a half-mile north of Central Valley High School, at 821 S. Sullivan Road, south of Sprague Avenue.

Richard and Karla Kaley are the owners of the 1.5-acre property, according to the Spokane County Assessor’s Office. The property was acquired through a quit claim deed in 2018, according to tax information on file with the Washington state Department of Revenue.

Karla Kaley declines to comment on the project.

A representative of the Plano, Texas-based restaurant chain didn’t immediately respond to the Journal’s request for comment.

Predevelopment conference applications don’t guarantee a project will move forward, but instead give involved parties a chance to ask city development staff questions and discuss plans during a preliminary project review, according to Spokane County's website.

The proposed site would become the second Raising Cane’s restaurant in Spokane County. The chain previously opened an eatery at 9252 N. Newport Highway in North Spokane in 2025, the Journal previously reported.
