Subdivision proposed for Spokane Valley

Construction could begin as early as this fall on 29-lot development

A subdivision consisting of 29 single-family residential lots is being planned at 17621 E. Cowley, just east of Greenacres Middle School, in Spokane Valley, a State Environmental Policy Act document shows.

Initial plans call for two residential parcels totaling 5 acres north of Cowley Avenue to be divided into 29 lots ranging in size from about 5,000 to 8,500 square feet.

A single road—Viewmont Lane—ending in a cul-de-sac will connect to Cowley Avenue, with a connector road to be created for potential future use to the east, plans show.

Twenty-one of the residential lots will be east of Viewmont, with the remaining eight lots on the west side of Viewmont.

Infrastructure work on the proposed subdivision is expected to begin either this fall or in spring 2025, the SEPA information shows.

Whipple Consulting Engineers Inc., of Spokane Valley, is listed as the applicant on the SEPA document. A representative of Whipple Consulting couldn't be reached immediately for comment on the proposed project.

The two existing lots are owned by MTK Management LLC/Park Development LLC, the SEPA information shows.

Each of the properties was purchased in February, Spokane County Assessor’s records show. The property facing Cowley Avenue was purchased for $515,000, while the adjacent lot to the north was purchased for $350,000.

The existing buildings on the original two lots—one single-family residence and three outbuildings—will be demolished to make way for the subdivision, the SEPA document shows.

The 29 lots are each expected to include two-car garages, SEPA information shows.

The environmental document indicates the project may be constructed in phases.
