Large Spokane Valley residential project advances

Contractor, architect selected for Centennial Lofts

Development of Centennial Lofts, a planned 259-unit apartment building in Spokane Valley, is moving forward in the development process with the selection of a general contractor and architect for the project, according to permit application information on file with the city of Spokane Valley.

Spokane-based Bouten Construction Co. is the general contractor, and Houston, Texas-based Ted Trout Architect & Associates Ltd. doing business as Ted Trout Architect & Associates LP is handling the design, permit information shows. 

The Spokane office of DCI Engineers also is providing engineering services, according to a civil site plan for the project.

In addition to the 259 housing units proposed, early design plans show that Centennial Lofts will have a pool and over 370 parking spaces with associated landscaping, utilities, and stormwater facilities.

The city of Spokane Valley issued a commercial building permit for Centennial Lofts in May. Permit application details disclose an updated development cost of $46.7 million for the five-story multifamily structure, up significantly from an $8.3 million construction valuation listed on preliminary planning documents, as previously reported in the Journal.

American Fork, Utah-based real estate investment company Fortune Design & Development LLC owns the property, which is located at 1215 N. Flora Road, on about six acres of vacant land north of Interstate 90, and about two miles east of the Spokane Valley Mall, according to Spokane County Assessor's Office records.

Representatives of Fortune Design & Development, Bouten Construction, and Ted Trout Architect couldn’t immediately be reached for comment.

A construction timeline for Centennial Lofts is unknown, following the previously reported expected start in 2024.

Centennial Lofts is one of a couple major multifamily developments in the works in Spokane Valley that incorporate over 100 residential units in their design. 

One is Orchard Vista, a $68 million 240-unit workforce housing project under development by Spokane Housing Authority. Orchard Vista is located at 10003 E. Fourth in the Dishman Hills neighborhood, about six miles west of the Centennial Lofts property. 

Work also is underway at the River Landing at Mirabeau property, where a 134-unit townhome-style residential community, at 13809 E. Carlisle, is in its second phase of construction that's adding 68 units in eight three-story buildings at the site just east of Mirabeau Park. 

Development activity isn't only limited to residential projects in Spokane Valley, as two office projects worth a combined $2.4 million also are in progress, including a $1.1 million, 3,800-square-foot health care clinic at 18621 E. Alki; and a $1.3 million, 4,200-square-foot office building at 512 N. Evergreen Road.
